BRIEFING ON PROPER WASTEWATER MANAGEMENT

As part of its commitment to protect the waters of Subic Bay, Subicwater is now holding several briefings on the Clean Water Act and the 2020 Sewerage Masterplan.

The Clean Water Act was enacted into law in March 2004 to abate the further pollution of the country’s water bodies and to define the role of the LGUs and various sectors in water quality management. Stiffer fines and penalties were imposed on prohibited acts, such as

discharging untreated wastewater into the bodies of water, among others.

As the franchisee on the provision of water and sewerage services, Subicwater came out with the 2020 Sewerage Masterplan. The masterplan identified two major strategies that need to be undertaken: the provision of sanitation services in Olongapo City in the short to medium-term and the putting up of a comprehensive sewerage system in the City and in some parts of the Freeport in the medium to long-term. Initial estimates require an investment of about P6 billion to implement this Masterplan, dependent upon the people’s willingness to pay for the service.

To heighten awareness on the importance of preserving the quality of the water bodies in this area, Subicwater intends to hold briefings on the Clean Water Act and the Sewerage Masterplan to LGUs, government and non-government organizations, academe, and to customers within the remaining months of the year.

Separate briefings were already held for the SBMA and City officials attended by their respective department managers this quarter. Positive responses were elicited from the officials and both expressed their concerns on the urgency of putting up measures to abate the further pollution of “hotspots” in the Subic and Olongapo Bays. Schedules for the briefing of the members of the Olongapo City Council and the barangay captains are now being finalized.
Subicwater has also forged an alliance with the Subic Bay Resort Owners’ Association (SUBRA) which is now working to protect the quality of the water of Subic Bay. The company is conducting regular testing of the quality of waste water discharges at identified sampling points and submits these to the DENR and the SBMA Ecology Center for monitoring purposes.
